A Carbon Reduction Plan sets out your organisation’s greenhouse gas emissions, your commitment to achieving Net Zero by 2050, and the steps you’ll take to reduce your impact.

Under government procurement rules (PPN 006, and PPN 06/21 for earlier procurements), suppliers bidding for major central government contracts must submit a CRP that follows the government’s template. No compliant plan can mean your bid is excluded before it’s even scored.

You’ll probably need a CRP if you are:

• Bidding for a central government contract worth more than £5 million a year
• Tendering through a framework or dynamic market that requires one
• Supplying the NHS or another public body with its own carbon requirements
• Responding to a main contractor or client asking you to evidence your carbon commitments

Your Carbon Reduction Plan will include:

• Emissions baseline. Your carbon footprint calculated for a baseline year
• Current emissions. Reported for your most recent 12-month period
• Scope 1 and 2. Fuels, company vehicles and purchased energy
• Scope 3 (required categories). For example business travel, commuting and waste
• Net Zero commitment. Your pledge to reach Net Zero by 2050
• Reduction measures. Practical actions with projected carbon savings
• Director sign-off. Ready for approval and publication on your website
